Whether energy, transportation, utilities, electrical power, or telecommunications, the technical nature of any given infrastructure project is directly related to our design DNA. We create buildings and spaces that function for technology while also addressing human factors and needs.

SMUD Headquarters Rehabilitation

A robust expansion of the regional transit bus system in San Joaquin County led to need for a modern, efficient bus maintenance facility. San Joaquin RTD modeled their needs after an existing facility in Southern California, only to find that the full program would exceed their budget significantly. We teamed with McCarthy Construction to develop a right-sized facility through design innovations and value-engineering.

We consolidated facilities from three separate buildings into two, reducing site acreage by 40 percent. We redesigned vehicle flow to increase bus parking capacity by 30+ percent. The new maintenance facility will house all repair services for a fleet of 100 vehicles. The new buildings will also house staff and driver’s facilities and administrative support.

This facility won a CMAA Project Achievement Award in 2017.

San Joaquin RTD Regional Transportation Center

Central Terminal B is the centerpiece of Sacramento International Airport (SMF), reflecting the tree canopy identity of the Sacramento Region. The new terminal includes 23 gates, an automated people mover, local restaurants, expanded retail and security areas, plus multiple art exhibits including "Leap" the giant red rabbit by artist Lawrence Argent. Working with Corgan Associates and Fentress Architects, we served as the local architect on the project, dubbed "The Big Build." Central Terminal B was completed early and under budget, and is certified LEED Silver.

This newest terminal positions the greater Sacramento region for long-term growth, with future expansion to include additional gates and conversion the existing <a href="https://dbarch.wpengine.com/project/sacramento-international-airport-terminal-a/" target="_blank" rel="noopener">Terminal A</a> to an airside concourse with a second automated people mover.

Sacramento International Airport Central Terminal B

Dreyfuss + Blackford has a specialty practice for Emergency Operations Centers (EOC) and our newest project of this type is for the County of Contra Costa. The County’s new EOC replaces an existing outdated facility.

This new essential service facility houses the office of the County Sheriff and Command Staff. A state-of-the-art Emergency Situation Room within the EOC is equipped with the highest level of communication technology. Additionally, the new building has a public training and lecture hall with amenities to support media briefings in times of emergency operations and community events.

Contra Costa County’s EOC is designed to operate independently for up to a week in the event of a natural disaster or crisis where city utilities are unable to function.

The project was designed to achieve LEED Gold certification.

Contra Costa County, Emergency Operations Center

The Gas Safety Academy campus is a center of excellence for PG&amp;E. It incorporates industry best practices and technology-led instruction, elevating the standards of gas pipeline safety to the highest levels in the United States. Dreyfuss + Blackford Architecture completed the programming, master planning, and design of the entire campus, located on a 40-acre site in Winters, California.

The campus consists of several indoor and outdoor learning areas. The main Learning Center houses 10 training classrooms and three lab classrooms, an open dining area with locally catered food service, open office, and lobby with a display of a damaged natural gas pipe. Adjacent to the Learning Center is the Transmission &amp; Distribution building with two classrooms and three labs specific to plastic fusion pipe fitting, utility workers, and industrial safety training at heights. An outdoor Utility Village includes model residences in a neighborhood configuration to simulate real in-field situations. Completing the campus is a Weld Lab facility that teaches best techniques in pipe welding. The building includes a large lab space housing 16 student weld booths and six stations for recertification of journeyman in-field welders.

The Gas Safety Academy is designed to achieve a LEED certification of Silver.

PG&E Gas Safety Academy

This is a visionary project for California's non-profit Independent System Operator (Cal ISO), a quasi-public organization which manages the high-voltage electrical grid for the entire State of California. The facility creates a secure, innovative and energy efficient headquarters complex.

Cal ISO's site is 25-acres of rolling grassland and native oaks. We developed a parti of three interconnected wings specialized for their specific functions. The public wing provides board and meeting rooms, training rooms, and interpretive exhibits; the multi-story open office wing houses 700+ staff, educational support services, Board Room; Cafe &amp; Dining Facility, and Health Club; and the Mission Critical wing provides a secure control room with full system redundancy for truly uninterrupted operations. The interiors were designed specifically to meet one of the organization’s primary goals of being an “Employer of Choice.” Creation of light filled and dynamic spaces encouraging creativity and interaction helps the organization attract and retain the best and brightest from the tech workforce.

The headquarters meets ambitious efficiency and sustainability goals, in keeping with Cal ISO’s mission. Features include thermal energy storage, photovoltaics, and preservation of native oak woodlands and the project is certified LEED Platinum. Cal ISO moved into their new headquarters campus, ahead of schedule and right on budget.

In 2012, Cal ISO received the prestigious DBIA National Awards for Best Overall Project and the Best Office Project. In Also received an Honorable Mention from the Metal Construction Association Chairman's Awards Program in 2012. In 2011, the project received a Construction Management Project Achievement Award from CMAA; a AIA Central Valley Merit Award; DBIA Western Region Excellence of Merit Award; SEAOCC Excellence in Structural Engineering for Sustainable Design Award; the Judge's Choice Award from the Sacramento Business Journal Best Real Estate Projects; a PCI Professional Design Award; ENR Best Office Project Award; and the WCCC Distinguished Projects Chairman Award.

California ISO Headquarters & Operations Center

Operating Engineers Local 3 (OE3) is the largest construction trades union in the country, comprised of men and women who operate heavy equipment on job sites and roadways. The development of a comprehensive master plan lead to the design of a new 15-acre educational campus on a 1,500 acre site. Working in close collaboration with an environmental consultant, landscape architect, and civil engineer we ensured the new campus would be a good neighbor to the various wetlands, native species and plants surrounding the property. OE3 will utilize just 5% of the total site area for training at any one time and the campus core accounts for only 1% of the total land area.

The campus core is composed of seven structures arranged and inspired by the barns and outbuildings of rural farms. The main campus is surrounded by a loop road separating external heavy equipment and maintenance functions from internal pedestrian circulation of the campus core. The heart of the campus is comprised of administration, classrooms and training buildings arranged to create a centralized hyper-social outdoor space where large groups can gather, and decentralized quiet spaces where students and staff can unplug between classes. The arrangement also creates areas for natural habitat, stormwater retention with bio swales and ponds. Other areas dedicated to heavy equipment use and training include a maintenance shop, storage and two-acre covered dig area for training during inclement weather. Covered and open training areas are separated by a series of landscape features and vegetated mounds to help deflect equipment sounds from the instruction core of the campus

The buildings are simple structures appropriate in scale, proportion and form to the typology of the area. Similar to old barn structures which utilized a heavy timber kit-of-parts to construct frames, these buildings utilize pre-engineered frames offering an economy, simplicity and column free interior space for greater training flexibility.

OE3 Training Center

The Governor's Office of Emergency Services (Cal OES) houses the State’s control center for strategic response to all state-wide disasters and emergencies. It is a state-of-the-art, essential-service facility capable of 24/7 uninterrupted operation. It supports all state, regional and local emergency rescue, homeland security and relief agencies. Extensive communications, computer, emergency power and security systems were carefully integrated for maximum function, efficiency and flexibility. The facility includes operations, equipment and vehicle storage on a secure campus.

Green building elements were carefully integrated into the design. Light shelves on the south, shade controlled windows at the north and “lantern” clerestories at the roof provide indirect daylight deep into the building. High-efficiency mechanical systems are combined with high-reflectance roofing and siding, insulation, indirect lighting and low-e glazing to provide superior energy efficiency throughout. Drought-resistant native grasses combined with large canopy shade trees for the resource-efficient site improvements.

In 2002, The project won a Savings By Design Energy Efficiency Integration Award.

Treasure Island Ferry Terminal

In 1964 we completed a master plan for what was then a new jet facility known as Sacramento Metropolitan Airport. It was planned to serve the present and potential needs of a metropolitan community of approximately 1 million passengers yearly. Partnered with us for this master plan were Fisher Associates, Inc., and Reinard W. Brandley. Due to the increased population in the region, a new 1973 master plan allowed for a capacity of more than 2 times the passenger volume, with provisions for possible expansion to a regional airport complex.

Later renamed to Sacramento International Airport (SMF), it is one of the highest-rated facilities in the country in terms of passenger satisfaction. Currently, over 4 million people “emplane” each year, and this will more than double by 2024. Working with Corgan Associates in 2007, we completed a comprehensive 20-year master plan to accommodate this growth in service.

Plans included a new Central Terminal B building with hotel, a remote concourse facility with 23 gates, expansion of Terminal A to 21 gates, a second parking garage, runway expansion, light-rail service, and various support facilities. The County Board of Supervisors approved this master plan assuring that Sacramento continues to be a viable option for both domestic and international travel.

Construction of Central Terminal B was completed in 2011.

From its earliest inception, Dreyfuss + Blackford Architecture has been the Architect of Record for the Sacramento International Airport (SMF) campus. We developed the original <a href="https://dbarch.wpengine.com/project/sacramento-international-airport-terminal-master-plan/">Master Plan</a> in the mid-1960s, designed each of the major buildings and worked on nearly every other improvement on the campus.

With the completion of the 275,000-square-foot <a href="https://dbarch.wpengine.com/project/sacramento-international-airport-terminal-a/" target="_blank" rel="noopener">Terminal A</a> building in 1998, planning began for updates to the original Terminal B buildings, B1 and B2 (built before Terminal A). Security issues with people and baggage became of paramount concern and were the focus of the renovation plans. In the midst of a long-term master plan to replace B1 and B2, the interim renovation and expansion provided better access, seismic safety and overall security. These buildings  proved exceptionally enduring and flexible for use over the years, in spite of dramatic access, security and passenger flow changes in the airline industry since.

The original Terminal B buildings were demolished in 2012, after the new <a href="https://dbarch.wpengine.com/project/sacramento-international-airport-central-terminal-b/" target="_blank" rel="noopener">Central Terminal B</a> was completed in 2011.

This large 5,324-car parking structure is located directly west of the <a href="https://dbarch.wpengine.com/project/sacramento-international-airport-terminal-a/" target="_blank" rel="noopener">Terminal A</a> building at Sacramento International Airport (SMF). It is connected to the terminal by a glass pedestrian bridge at the second level, allowing ticketed passengers to proceed directly from their vehicle to the gate.

Carefully integrated with the overall site to maintain smooth and clear traffic flow through the terminal area, the new structure frames the entry avenue to the terminal and emphasizes the clean, crisp and open architectural style of the airport complex. The six-story structure has been designed with photovoltaic cells incorporated into the southern corners to take advantage of solar warming. Public art installations, including 12 large bird sculptures by Dennis Oppenheim; Sacramento Valley's patchwork landscape by Seyed Alavi carpeting of the pedestrian bridge floor; and Gregory Kondos' glass pane sculptures greeting passengers as they enter and exit, compliment the structure and enhance the traveler’s experience.

This is the largest parking structure in the Central Valley and the second largest parking structure in California, surpassed only by Disneyland's.

Sacramento International Airport Remote Central Receiving Facility

To great public approval, Sacramento International Airport (SMF) opened the gleaming new Terminal A complex in 1998. The terminal’s opening represents over 10 years of planning, design and construction.The 275,000-square-foot building provides 12 gates (with provision for 10 future gates) that doubled the passenger capacity for this major airport facility. Completion of this project was a major step for the airport in moving from regional to international status. As such, it involved many infrastructure aspects, from roadways to parking, and security to baggage handling.

As the original architects for the SMF <a href="https://dbarch.wpengine.com/project/sacramento-international-airport-terminal-master-plan/" target="_blank" rel="noopener">Airport Master Plan</a>, our goal was to provide a terminal that would meet the changing needs of air travelers well into the 21st Century and also work cohesively with the existing and future terminals and support facilities. We retained the exterior building palette of warm ochre-tone precast concrete and lightly tinted glass. The interior spaces open up dramatically to provide a sense of volume and spaciousness at the entry-levels. The upper concourses are broad, with continuous skylights and fully transparent perimeter walls. The resulting vistas of the tarmac and agricultural land beyond are both restful and dramatic.

Terminal A prominently features “River’s Edge” by internationally-known artist Gregory Kondos, glass panels illustrating scenes along the Sacramento River. The terminal was also featured in the 2017 film, Lady Bird.

Sacramento International Airport Terminal A

Dreyfuss + Blackford was involved in the planning and design of San Francisco International Airport (SFO) from 1964 to 1981.

From 1927 - when Mills Field opened with one graded dirt runway - until 1965, the airfield had expanded on a piecemeal basis.

In 1965-66, we prepared two different master plans for the airport expansion in conjunction with Quinton Engineers, Ltd. The first plan proposed a relocation of the terminal complex, the addition of a parallel instrumented runway for simultaneous Instrument Landing System approaches, and the addition of the freeway on the Bay side of the airport. This plan would have provided for continuous growth of the airport until airspace requirement limitations were reached. The second Master Plan, which was adopted in 1966, provided for the use of existing runways to be improved and lengthened, and for the expansion and improvement of the terminal complex.

Because new forecasts in air travel emerged the following year, a new Office of Airport Planning &amp; Development was created and charged with developing a Definitive Plan for expansion. In a joint venture, Dreyfuss + Blackford and John Carl Warnecke &amp; Associates, Inc., created the Definitive Plan in 1967. Six schemes were presented for additional buildings and services, designed to serve the maximum number of passengers allowed by the capacities of the runways and the freeway systems. The preferred terminal facilities scheme was refined and approved in 1968. The Definitive Plan was prepared in much greater detail than the Master Plan in 1966, and was adequate for the development of specific architectural programs.

San Francisco International Airport Master Plan

Sacramento Municipal Utility District (SMUD) desir­ed a dra­ma­tic, monumental building, hav­ing care­­ful attention given to sun control and considerable flexibility for expected future growth. The 166,000-square-foot building, housing the cen­tral admin­istration and service facilities, was completed in 1961.

A major design feature, a glass mosaic tile mural by artist Wayne Thiebaud, encircles the first level of the build­ing. The south wing encloses three clear-spanned floors of flexible office space over an auditor­ium, demon­­­stration areas, and a lobby. The basement was design­­ed to house the cafeteria, mailroom and general storage area. The north wing houses three levels of garage with a com­puter floor above. Garage space is pro­vided for staff vehicles while tree-lined parking is avail­able for visitors and employees. The build­­ing has matured suc­cessfully over the years and is still used as it was originally design­ed.

Platinum-EB certification was awarded by the U.S. Green Building Council in 2007.

In 2010 the SMUD Headquarters was inducted into the National Register of Historic Places.

State of California, Multi-Garage Infrastructure Study

Turlock Irrigation District (TID) is responsible for the management, maintenance, and reliability of a complex electrical and irrigation water distribution network that includes reservoirs, canals, power plants, and transmission lines. For over 40 years, this network has been monitored and operated from a control center located at the District’s corporation yard near downtown Turlock.

Two existing buildings previously occupied by the City of Turlock are now TID’s Power Operations Building and Water Distribution Building.

The Power Control Center in the Power Operation Building is the mission critical component of the project requiring significant renovations, including replacing and raising the roof structure to provide clear span spaces and additional height on the inside for a video display wall. It is surrounded by spaces that support the power control operators who work 12 hour shifts.

The Water Distribution building was given a new open office environment with several small focus rooms for the Water Distribution staff. It houses 18 previously-scattered water distribution operators and managers under one roof for a more collaborative culture, efficient distribution of water, and higher-level of customer service. The building also includes a new Irrigation Control room, updated fitness, break and locker rooms, and new conference rooms.

Both buildings were designed to optimize energy efficiency, conserve resources, and reduce long-term maintenance costs for the District.

Turlock Irrigation District Operations Complex

This 32-acre complex is home to the City’s recycling program. It is a very “green” building, with carefully designed natural lighting, high-recycled-content materials and energy-efficient systems. All systems were designed for low maintenance and low energy consumption.

The complex houses several administrative, field and maintenance functions principally associated with Public Works. We developed a modular approach to house dissimilar functions in close proximity and easily accommodate future expansion. The administrative wing is near the site entrance and includes public access, employee training and a staff fitness center.

The project delivery method was design/assist. A builder was selected early in the design process and became an integral part of the design team. This approach was highly successful as it shortened the overall construction schedule and allowed us to control costs at the point of design decisions.

Meadowview City Services Facility

Fairfield Transportation Center Expansion Parking Structure

AC Transit is the public bus transportation authority for western Alameda and Contra Costa Counties. We performed a multi-disciplinary conditions assessment of their existing District 3 (D3) Richmond facility which was then used to establish the scope of work and budget necessary to repair and reactivate the facility.

D3 was constructed in the late 1980’s, operated continuously for 20 years and deactivated in 2011. Closed due to reduced bus usage during the “Great Recession,” economic improvements in the San Francisco Bay Area caused a rebound in ridership just few years later. Reactivation of the facility alleviates the strain on other AC Transit facilities and achieves their goal of increased efficiency and improved rider experience.

Our work included overseeing system replacements of: lube and fare collection, wastewater and stormwater treatment, back-up electrical generator, roof-top parking deck waterproofing, HVAC, and fire alarm and security; ADA upgrades; renovation and reroofing of the Fuel &amp; Service island; remodeling of dispatch office and transaction area; elevator repairs and modernization; and structural and general building and site repairs.

AC Transit D3 Richmond Reactivation

Located by the main entrance to the Sacramento State campus, Parking Structure 5 (PS5) is designed to blend and complement the dense trees of the nearby arboretum. The 1,750 stall, six-level parking structure serves a campus in dire need of parking, and provides a structure exceeding the quality and efficiency of any of the previous parking facilities.

The structure’s skin creates a dialog with the surrounding trees. The facade is dressed with vertical fins painted in tints of green. The thousands of individual square fins are a digital representation of nature, and form patterns like leaves of a tree canopy overhead. Covering the three upper levels of the structure, precast concrete is textured with a pattern that nods to the rough bark of the birch trees.

Serving a sizable percentage of the campus’ parking need, automobile circulation is designed to move traffic into the structure as efficiently as possible with queuing space off-street to handle periods of high volume. The technology, design, innovations, placemaking and conservation programs implemented at PS5 contributed to a Parksmart Gold certification from the U.S. Green Building Council, making it the highest-performing, most-sustainable parking structure on campus and the first garage in the 23-campus CSU system to meet the certification standard. It has also earned a Gold certification from the United States Resiliency Council, which rates structures for safety, damage and recovery time in a seismic event.

For the past ten years the University of California, Davis Health System's medical center in Sacramento has been transforming itself from a sprawling suburban-like campus to a compact and efficient urban medical center. A key support element in that transformation is structured parking.

Dreyfuss + Blackford was selected along with International Parking Design, Inc., to design a new facility that will be economical and efficient, plus a graceful addition to the medical campus and good neighbor to the adjacent residents.

Parking Structure III (or PS3, as we call it) serves as the new front door for patients and family members arriving at Sacramento’s largest and most complex medical campus. The 7-level structure adds 1,200 spaces, advanced parking technology, individual parking stall availability indicators, and a lots of natural light in the interior for safety and security. Suspended over the precast concrete structure, a louvered shade screen veils the building from the street and creates privacy for the adjacent patient rooms. Made of nearly four thousand extruded aluminum fins, each blade is rotated at a distinct angle designed to reflect light inside the structure, creating a gentle textured facade above the street and a visually intriguing landmark for visitors.

The project received the Precast Concrete Institute's Best Hybrid Parking Structure Award in 2015 and a Design Award Honorable Mention in 2014. In 2013, the project received international recognition as a finalist in the Architizer Awards; a Merit Award from the International Parking Institute Award; Metal Architecture Magazine's Judges Award; AIA California Council Merit Award; AIA Central Valley Design Award for Divine Detail; and was named the National Parking Association's Innovative Facility of the Year. It also received a special Judge's Award from Metal Construction News Building Awards in 2012.

UC Davis Health System Parking Structure III

The successful completion of Sacramento State’s 4-story, 1000-car Parking Structure 2 was immediately followed by the commission for a third garage. Nearly four times as large as 2, Parking Structure 3 is six stories and has 3,500 stalls.

A key design task was to minimize the bulk of the building through landscaping and ground-level, pedestrian treatment. Careful detailing, excellent traffic flow, innovative and human-scale features make this a welcome addition to the campus.

Sacramento State Parking Structure 3

Sacramento State is primarily a commuter university. With most students living off campus, structured parking meets demands by going vertical, freeing surface lots for academic buildings. Located near the University Union, Parking Structure 2 provides 1,000 spaces on four levels, in the heart of campus. It is a clean structure with trellis and landscape elements respecting the pedestrian environment of the adjacent Serna Plaza. Landscape growth has enhanced its appearance, screening and softening the structure.

The elevator towers are transparent and well-lit, providing welcome wayfinding beacons and measures of security through their high visibility design.

The Modernist design approach to this project resulted in simple, clean lines and a rational layout. Both vehicle and pedestrian circulation are very clear and intuitive. Simplicity makes this a very economical structure; in both initial construction and continuing operating costs.

Sacramento State Parking Structure 2

The County of Madera has developed ad-hoc admin­istrative and court spaces for the past 50 years, adapting and expanding various small buildings around the county as they became available. As a result, public services were scattered, duplicated and inefficient. We worked with the County to consolidate their services and improve customer service in Madera, Oakhurst, and Chowchilla.

The Madera County Government Center is in downtown Madera, adjacent to the historic county courthouse and includes a separate 400-car parking structure. The 4-story complex consolidates several major government department into one common location, greatly improving services to the community. A new board room, open office and training/meeting rooms provide meeting space adequate to serve the County well into the 21st century.

A new 7-story parking structure, along with two adjacent surface parking lots will serve state workers at the new Richards Boulevard Office Complex, a key catalyst in the revitalization of the River District.

On the exterior, the precast concrete structural system is expressed along all four sides, contextually appropriate to the surrounding industrial aesthetic. The use of exposed concrete and a repeating grid mimics the exterior design strategies used at the complex’s main office towers, tying the two sides of the campus together. Materials used reinforce the ideas of openness and clear visibility. A portion of the parking structure will be screened with the majority occurring on the north façade.

The parking structure was strategically placed on the site to serve as a landmark for the larger campus with clearly defined paths of travel for vehicles, pedestrians, and bicyclists. A large, distinct pedestrian pathway which connects the parking structure and surface lots to the office complex is designed to provide safe and easy wayfinding and an enhanced pedestrian experience.

The structure’s internal layout allows for an efficient and clear arrangement of stalls and ramps. The main entry and exit points are located away from the pedestrian-oriented street to separate major vehicle and pedestrian traffic. The structural system eliminates the need for shear walls allowing the interior to feel more open and transparent.

Department of General Services, May Lee State Parking Structure

Parking Structure 4 at UC Davis Health's Sacramento campus is a successful example of a human-centered design solution for an urban medical center. Designed for flow and a safe user experience, the entry and exits to the south side of the structure were relocated from the original plan so vehicular traffic is segregated from the pedestrian flow. This offers the user clarity and sets the tone for various wayfinding and lighting strategies. The use of ECO Falcon cameras for available stall detection and LED lighting provide the most technologically advanced systems available for the parking structure.

Reinforcing the horizontality of the campus’ aesthetics, integral color and form liners throughout the precast elements provide textures and tones. The structural layout reduces columns and increases opening sizes, focusing daylight into the center of the structure. Level indicators are located clearly on column faces, combined with directional signage.

Site design promotes a safe and intuitive user experience. Landscaping softens the impact of the structure on the surrounding residential neighborhood and integrates a nature walk with native species. Shuttle stops, bike shelters and bike share options are available at the main pedestrian exits, giving users safe access to their last mile of transportation. Security is intentional yet not obvious; implementing CPTED best practices.

Parking Structure 4 is designed to achieve Parksmart Silver certification.

UC Davis Health, Parking Structure 4

Dreyfuss + Blackford Architecture was invited to participate in a competition to design a new exterior treatment on the east and south sides of an existing parking garage on 3rd Street at UCSF’s Mission Bay campus in San Francisco. As UCSF is a top-rated research University, our façade concept fosters the feeling of discovery through ever-changing views that obscure and show colored horizontal fins threading in-between the verticals. Each vertical fin represents an individual EKG reading of a heartbeat rhythm, representing the many doctors and researchers who have participated in the University’s extensive history of scientific advancement.

Forty-nine split-v prefinished aluminum vertical fins project up-to three feet from the existing structure. The varying texture of the CNC-cut fins obscure the colored horizontal louvers from the north and south approaches. As the viewer passes, the louvers begin to reveal an undulating pattern that appears to grow like a vine from a seed. Inspired from medical and scientific discovery, the louvers represent the impact of a single discovery - the smallest of fins start singularly at the upper left corner and grow with increased number and size across the facade.

Parking at Sacramento State has been notoriously difficult. The university is building their fifth parking structure and revamping their alternative transportation options. The campus asked Dreyfuss + Blackford to create a Master Plan for all their transportation related signage and wayfinding so it looked cohesive and would serve them for the next 20 years. Special emphasis was needing in accommodating the four existing parking structures and 14 surface lots. The look and feel also needed to be translated to other modes of getting to campus: shuttle, EV, bicycle routes, autonomous vehicles, bus and light rail. The final master plan document gives the campus a road map for signage consistency and implementation. As modes of transportation change in the coming years, Sac State will be ready.

Specific features of the master plan include standardizing permit types based on use. Administrators, Employees, Students and Residents all have dedicated areas to park in and these zones tended to change over time. We devised a plan to give permit-holders an easier way to identify who can park where and when. Specifically branded regulatory and directional signage gives a consistent look allowing everyone to understand they are travelling through planned spaces inside a larger campus, which reduces anxiety, fosters a sense of security, and provides clear direction quickly. Inside the structures, zones of color note special use areas on each floor. Bicycle parking, paths, and corresponding directional signage is also being folded into the new brand (all based on existing Sac State branding guidelines), as is other alternative modes of transportation. Consideration of materials and capabilities of the Facilities Management Department for on-campus sign fabrication was carefully reviewed to ensure requirements could be met in-house, as needed.

Central Terminal B is the centerpiece of Sacramento International Airport (SMF), reflecting the tree canopy identity of the Sacramento Region. The new terminal includes 23 gates, an automated people mover, local restaurants, expanded retail and security areas, plus multiple art exhibits including &#8220;Leap&#8221; the giant red rabbit by artist Lawrence Argent. Working with Corgan Associates and Fentress Architects, we served as the local architect on the project, dubbed &#8220;The Big Build.&#8221; Central Terminal B was completed early and under budget, and is certified LEED Silver.
This newest terminal positions the greater Sacramento region for long-term growth, with future expansion to include additional gates and conversion the existing Terminal A to an airside concourse with a second automated people mover.

Dreyfuss + Blackford has a specialty practice for Emergency Operations Centers (EOC) and our newest project of this type is for the County of Contra Costa. The County’s new EOC replaces an existing outdated facility.
This new essential service facility houses the office of the County Sheriff and Command Staff. A state-of-the-art Emergency Situation Room within the EOC is equipped with the highest level of communication technology. Additionally, the new building has a public training and lecture hall with amenities to support media briefings in times of emergency operations and community events.
Contra Costa County’s EOC is designed to operate independently for up to a week in the event of a natural disaster or crisis where city utilities are unable to function.
The project was designed to achieve LEED Gold certification.

Operating Engineers Local 3 (OE3) is the largest construction trades union in the country, comprised of men and women who operate heavy equipment on job sites and roadways. The development of a comprehensive master plan lead to the design of a new 15-acre educational campus on a 1,500 acre site. Working in close collaboration with an environmental consultant, landscape architect, and civil engineer we ensured the new campus would be a good neighbor to the various wetlands, native species and plants surrounding the property. OE3 will utilize just 5% of the total site area for training at any one time and the campus core accounts for only 1% of the total land area.
The campus core is composed of seven structures arranged and inspired by the barns and outbuildings of rural farms. The main campus is surrounded by a loop road separating external heavy equipment and maintenance functions from internal pedestrian circulation of the campus core. The heart of the campus is comprised of administration, classrooms and training buildings arranged to create a centralized hyper-social outdoor space where large groups can gather, and decentralized quiet spaces where students and staff can unplug between classes. The arrangement also creates areas for natural habitat, stormwater retention with bio swales and ponds. Other areas dedicated to heavy equipment use and training include a maintenance shop, storage and two-acre covered dig area for training during inclement weather. Covered and open training areas are separated by a series of landscape features and vegetated mounds to help deflect equipment sounds from the instruction core of the campus
The buildings are simple structures appropriate in scale, proportion and form to the typology of the area. Similar to old barn structures which utilized a heavy timber kit-of-parts to construct frames, these buildings utilize pre-engineered frames offering an economy, simplicity and column free interior space for greater training flexibility.

The new Integrated Operations Center (IOC) is a state-of-the-art, secure, resilient and modern facility designed to withstand anticipated seismic and other natural disaster events; as well as house new operating processes that recognize the importance of distribution system operations, cybersecurity and transmission system operations.
The facility houses a new, modern control room consolidates and/or co-locates departments and functional groups who work closely together to manage the stable and continuous flow of power through the integrated grid. It provides the infrastructure, network architecture, growth and capacity to install a new, advanced distribution management system and separate smart grid management tools. The new IOC provides the necessary foundation to deliver operational technology initiatives and manage the grid of the future reliably, safely and efficiently.

A new ferry terminal on the western shore of Treasure Island will provide easy access to San Francisco’s Financial District. An important link between the rapidly developing community of historic Treasure Island and San Francisco’s bustling downtown, the terminal was completed just in time for regular ferry service to begin in January 2022. The trip from the island to San Francisco’s Ferry Building takes only five minutes.
As an important part of the island, the pier is part of an assemblage that will ultimately include a 7,000 SF Ferry Shelter to accommodate residents waiting for the next ferry or other modes of transit that will be served by this intramodal hub, three Bus Shelters for SF MUNI and AC Transit riders, bus lanes and parking, as well as restroom facilities set within this waterfront plaza designed by AECOM.
The design of the Ferry Terminal pier tilts down subtly on the northern side of the pier to protect ferry users from the winds coming in through the Golden Gate, the roof becomes a lean, yet taut signature form that celebrates the island’s unique identity and introduces visitors to its blend of urbanity and powerful natural context.

In 1964 we completed a master plan for what was then a new jet facility known as Sacramento Metropolitan Airport. It was planned to serve the present and potential needs of a metropolitan community of approximately 1 million passengers yearly. Partnered with us for this master plan were Fisher Associates, Inc., and Reinard W. Brandley. Due to the increased population in the region, a new 1973 master plan allowed for a capacity of more than 2 times the passenger volume, with provisions for possible expansion to a regional airport complex.
Later renamed to Sacramento International Airport (SMF), it is one of the highest-rated facilities in the country in terms of passenger satisfaction. Currently, over 4 million people “emplane” each year, and this will more than double by 2024. Working with Corgan Associates in 2007, we completed a comprehensive 20-year master plan to accommodate this growth in service.
Plans included a new Central Terminal B building with hotel, a remote concourse facility with 23 gates, expansion of Terminal A to 21 gates, a second parking garage, runway expansion, light-rail service, and various support facilities. The County Board of Supervisors approved this master plan assuring that Sacramento continues to be a viable option for both domestic and international travel.
Construction of Central Terminal B was completed in 2011.

Oyster Point Park is a large but undeveloped public space in the City of South San Francisco with a 408-berth marina, 300-foot fishing pier, hiking and jogging trails, picnic amenities and a 2.5-acre sandy beach. In collaboration with James Corner Field Operations, Dreyfuss + Blackford’s approach to this new waterfront park centered on creating a series of sculptural and abstract objects in a developing landscape, which frames the unlikely pairing of a bayside marina and burgeoning biotech community.
Three restroom buildings are located along the edge of the Bay Trail and support public passive and active recreational uses within the park for marina-bound boaters, beach visitors, cyclists and walkers. The elemental building forms are round with battered and textured concrete walls, recalling the oyster barnacles that constitute the foundational geology of the site, its history, and its namesake. The buildings were conceived as artifacts of this often windblown landscape, with rooflines that blend into the surrounding park, whether being viewed from pedestrian level or from the high rise development nearby. Minimizing their impact on the land, yet withstanding the relentlessness of the environment in their material language of concrete, steel and weathered cedar, these structures are naturally ventilated and incorporate daylighting with limited LED lighting for nocturnal use by harbor tenants.

This housing conceptual design is one of three that can be deployed at multiple identified sites in the City of Sacramento to help transition people from living on the streets to permanent housing.
The design is a kit of parts that can be deployed wherever necessary and then moved to the next area of the city that needs it. Our solution fits the operating model of local non-profits that will be operating the community sites and providing supportive services to the individuals.
Each housing unit begins with a solid floor base, built from common framing materials. A modular system, it is based on a 4’ x 8’ sheet of plywood. Connection points are built in to join floor bases together creating three different sizes: single occupancy, double occupancy, or family units (for up to 4 people). These same connection points provide solid attachment for the tent frames. We minimized the length of the poles in the frame, and used standard connectors to simplify construction and repair of each housing unit or “tent cabin”.
Each tent cabin has an enclosed space for sleeping and storage, and an open porch for seating or storing large items such as bikes and carts. The tent cabins are organized into small villages, and have a large central gathering space with picnic tables and a large shade structure. The villages can have between 8-15 people and can also combine with adjacent villages to create a community of 30-40 people. Each identified site can accommodate a maximum of 110 people, utilizing a single administration tent and service personnel.
Our team includes Atlas Lab, Inc., and Buehler Engineering, Inc., and is part of a joint program of ULI Sacramento, AIA Central Valley, and Downtown Partnership, working directly with the City of Sacramento and the mayor to provide housing solutions that are easily deployable across the city while promoting dignity, security, and safety for the unhoused population and the surrounding communities. Our work was presented to Mayor Darrell Steinberg and included in his presentation for the 2021 Master Siting Plan to Address Homelessness, adopted by the City Council on August 10th, 2021.

In 2010, Sacramento International Airport (SMF) completed an expansion program dramatically changing the nature of air travel for the region. Passenger arrivals, departures and material handling are processed in separate, discreet facilities, for efficiency and security.
The Remote Central Receiving Facility (RCRF) handles and distributes all of these materials arriving at the airport. “Landside” materials destined for hotels, offices, ticketing are separated and distributed. “Airside” materials pass through a special TSA screening area prior to distribution. The processing and storage wings of the RCRF feature precast concrete walls topped with Kalwall translucent panels for generous natural lighting in the work areas.

This comprehensive study assessed the condition of eight State-owned parking structures. In each parking structure, twenty-two different building systems and components were assessed, ranging from water intrusion to revenue analysis. Dreyfuss + Blackford managed nine consulting firms, and coordinated and produced the report for DGS, in addition to performing ten of the twenty-two evaluations required for each parking structure.
The age, type and characteristics of each structure assessed varied greatly. The structures ranged from basement parking levels integrated into urban high-rise buildings, to a freestanding two-story garage in a semi-rural community. The parking garages were located in Southern California, Bay Area, and Sacramento, and ranged in age from 16 to 57 years.
Dreyfuss + Blackford structured the report’s materials for ease of use and implementation by DGS. Thirteen hundred recommended repairs were analyzed and prioritized with respect to each repair’s level of urgency, as well as occupant safety concerns. These categories were noted as either: Immediate Life-Safety issue, Life-Safety Risk, and Modernization Upgrade/Maintenance Items. Construction costs were applied separately to these three classifications for each parking structure, thus allowing DGS to seek funding for the most immediate repairs for the garages individually, by region, or in total.

Turlock Irrigation District (TID) is responsible for the management, maintenance, and reliability of a complex electrical and irrigation water distribution network that includes reservoirs, canals, power plants, and transmission lines. For over 40 years, this network has been monitored and operated from a control center located at the District’s corporation yard near downtown Turlock.
Two existing buildings previously occupied by the City of Turlock are now TID’s Power Operations Building and Water Distribution Building.
The Power Control Center in the Power Operation Building is the mission critical component of the project requiring significant renovations, including replacing and raising the roof structure to provide clear span spaces and additional height on the inside for a video display wall. It is surrounded by spaces that support the power control operators who work 12 hour shifts.
The Water Distribution building was given a new open office environment with several small focus rooms for the Water Distribution staff. It houses 18 previously-scattered water distribution operators and managers under one roof for a more collaborative culture, efficient distribution of water, and higher-level of customer service. The building also includes a new Irrigation Control room, updated fitness, break and locker rooms, and new conference rooms.
Both buildings were designed to optimize energy efficiency, conserve resources, and reduce long-term maintenance costs for the District.

AC Transit is the public bus transportation authority for western Alameda and Contra Costa Counties. We performed a multi-disciplinary conditions assessment of their existing District 3 (D3) Richmond facility which was then used to establish the scope of work and budget necessary to repair and reactivate the facility.
D3 was constructed in the late 1980’s, operated continuously for 20 years and deactivated in 2011. Closed due to reduced bus usage during the “Great Recession,” economic improvements in the San Francisco Bay Area caused a rebound in ridership just few years later. Reactivation of the facility alleviates the strain on other AC Transit facilities and achieves their goal of increased efficiency and improved rider experience.
Our work included overseeing system replacements of: lube and fare collection, wastewater and stormwater treatment, back-up electrical generator, roof-top parking deck waterproofing, HVAC, and fire alarm and security; ADA upgrades; renovation and reroofing of the Fuel &#038; Service island; remodeling of dispatch office and transaction area; elevator repairs and modernization; and structural and general building and site repairs.

Located by the main entrance to the Sacramento State campus, Parking Structure 5 (PS5) is designed to blend and complement the dense trees of the nearby arboretum. The 1,750 stall, six-level parking structure serves a campus in dire need of parking, and provides a structure exceeding the quality and efficiency of any of the previous parking facilities.
The structure’s skin creates a dialog with the surrounding trees. The facade is dressed with vertical fins painted in tints of green. The thousands of individual square fins are a digital representation of nature, and form patterns like leaves of a tree canopy overhead. Covering the three upper levels of the structure, precast concrete is textured with a pattern that nods to the rough bark of the birch trees.
Serving a sizable percentage of the campus’ parking need, automobile circulation is designed to move traffic into the structure as efficiently as possible with queuing space off-street to handle periods of high volume. The technology, design, innovations, placemaking and conservation programs implemented at PS5 contributed to a Parksmart Gold certification from the U.S. Green Building Council, making it the highest-performing, most-sustainable parking structure on campus and the first garage in the 23-campus CSU system to meet the certification standard. It has also earned a Gold certification from the United States Resiliency Council, which rates structures for safety, damage and recovery time in a seismic event.

A new 7-story parking structure, along with two adjacent surface parking lots will serve state workers at the new Richards Boulevard Office Complex, a key catalyst in the revitalization of the River District.
On the exterior, the precast concrete structural system is expressed along all four sides, contextually appropriate to the surrounding industrial aesthetic. The use of exposed concrete and a repeating grid mimics the exterior design strategies used at the complex’s main office towers, tying the two sides of the campus together. Materials used reinforce the ideas of openness and clear visibility. A portion of the parking structure will be screened with the majority occurring on the north façade.
The parking structure was strategically placed on the site to serve as a landmark for the larger campus with clearly defined paths of travel for vehicles, pedestrians, and bicyclists. A large, distinct pedestrian pathway which connects the parking structure and surface lots to the office complex is designed to provide safe and easy wayfinding and an enhanced pedestrian experience.
The structure’s internal layout allows for an efficient and clear arrangement of stalls and ramps. The main entry and exit points are located away from the pedestrian-oriented street to separate major vehicle and pedestrian traffic. The structural system eliminates the need for shear walls allowing the interior to feel more open and transparent.

Parking Structure 4 at UC Davis Health&#8217;s Sacramento campus is a successful example of a human-centered design solution for an urban medical center. Designed for flow and a safe user experience, the entry and exits to the south side of the structure were relocated from the original plan so vehicular traffic is segregated from the pedestrian flow. This offers the user clarity and sets the tone for various wayfinding and lighting strategies. The use of ECO Falcon cameras for available stall detection and LED lighting provide the most technologically advanced systems available for the parking structure.
Reinforcing the horizontality of the campus’ aesthetics, integral color and form liners throughout the precast elements provide textures and tones. The structural layout reduces columns and increases opening sizes, focusing daylight into the center of the structure. Level indicators are located clearly on column faces, combined with directional signage.
Site design promotes a safe and intuitive user experience. Landscaping softens the impact of the structure on the surrounding residential neighborhood and integrates a nature walk with native species. Shuttle stops, bike shelters and bike share options are available at the main pedestrian exits, giving users safe access to their last mile of transportation. Security is intentional yet not obvious; implementing CPTED best practices.
Parking Structure 4 is designed to achieve Parksmart Silver certification.

On UC Davis Health’s Sacramento campus, Parking Structure 5 provides exceptional space for patients, visitors, and staff to feel safe, clearly find their way, and efficiently park their vehicle in a very open and day-lit space. With all vehicles entering and exiting the structure through a subterranean entrance off the adjacent mid-block intersection, the cross-campus flow of pedestrians and bicycles is uninterrupted.
Serving the Cancer Center and new California Tower, the structure brings stalls with a flexible layout, focused on accessibility on every floor with the potential to accommodate loading areas for patient drop-off inside the structure. Using architectural precast concrete, extruded aluminum fins, solid and perforated aluminum panels and fully glazed elevator towers, the architectural form and material expression celebrate the high-quality spaces and representation of the design-focus for the medical campus.
Photovoltaic panels installed on the top floor provide electricity to the structure. There is also short term bike stalls, and long-term secure bike parking for 125 inside the structure.
Parking Structure 5 is designed to achieve Parksmart Gold certification.
